            9             AN ACT to establish a task force to study the implementation of a state-
10             wide school-to-work opportunities system.
12       Be it enacted by the Legislature of the State of Kansas:
13           Section 1. Historically the purpose of education in America has been
14       to provide a broad based, liberal arts education with a foundation of core
15       academics to equip each student to reach the student's individual poten-
16       tial, to educate students about the world in which they live, and to enrich
17       their lives; however, the purpose of education is shifting to train students
18       in a specific set of limited employment skills deemed appropriate and
19       necessary by government and labor. The legislature has recognized that
20       this shift in educational and economic philosophy runs counter to the
21       principles of free enterprise and the value our state has always placed in
22       free markets and individual liberty; therefore, it is the purpose of this act
23       to establish a task force to study the status of school-to-work workforce
24       development programs in Kansas, to evaluate the effectiveness of such
25       programs by observation of objective results, and to report its findings
26       and recommendations to the legislature one year from the formation of
27       such task force.
28           Sec. 2. The task force shall consist of 11 members to be appointed
29       as follows: Two members of the senate education committee, appointed
30       by the chair of the committee; two members of the house education
31       committee, appointed by the chair of the committee; two members of
32       the state board of education appointed by the chair of the state board;
33       one member, appointed by the Kansas national education association; one
34       member appointed by the Kansas association of school boards; three
35       members who are stakeholder representatives of business, parental and
36       community interests, of whom one shall be appointed by the chair of the
37       senate education committee, one by the chair of the house education
38       committee, and one by the chair of the state board of education.
39           Sec. 3. The task force shall meet at least four times per year and at
40       other times deemed necessary to perform its functions. Members of the
41       task force attending meetings of the task force, or attending a subcom-
42       mittee meeting thereof authorized by the task force, shall receive amounts
43       provided for in subsection (e) of K.S.A. 75-3223 and amendments thereto.

  1           Sec. 4. This act shall take effect and be in force from and after its
  2       publication in the statute book.
