      secretary of administration.
            (b) Commencing with the first payroll period chargeable to the fiscal
year ending June 30, 2001, and for each payroll period thereafter, the

payrolls for (1) in-service education and training, (2) statewide training
and employee development in performance management, supervision,
compensation, goal-setting, performance review and organization devel-
opment, and (3) retraining for career development.
            (c) The assessment fixed by the secretary of administration under this
section shall be expressed as a percentage and shall be the same for all
state agencies. On or before July 15, 2000, and each July 15 thereafter,
the director of the budget shall notify each state agency of the rate of
assessment imposed under this section for the next fiscal year.
            (d) The amount of the assessment imposed under this section each

the total gross wages for the payroll period of the state agency by the rate
of the assessment fixed for the fiscal year by the secretary of administra-
tion. The director of accounts and reports shall transfer the amount of
each assessment for each state agency to the credit of the statewide em-

remuneration including benefits paid in any medium other than cash.
Sec.  2. This act shall take effect and be in force from and after its
      publication in the statute book.
