Invocation by Chaplain Fred S. Hollomon:
Here we are in the middle of February and over 1/3 of the way through the annual
session. Besides the brief prayer at the beginning of each daily session, remind me and
remind concerned constituents to pray for these legislators as they encounter each segment
of their ninety day journey.
Be with them as they drive to and from the State House.
Guide them in their dealings with office personnel.
Give them understanding and patience as they answer letters, E mail, and phone calls.
Provide endurance and alertness as they participate in committee business.
Be with them in General Orders and Final Action.
Help them carry the bills.
Give them alert minds and nimble tongues as they interact with reporters, lobbyists and
Help them to explain to their children why they have to be gone so much.
Give strength to their spouses who must carry a double load.
Give understanding to their business partners as they try to make up for their absence.
Protect their families from the disparaging remarks they might hear and read about their
loved one in public service.
Give them strength to overcome the temptation to use deceptive expressions and
questionable tactics to accomplish their goals.
Give them wisdom to discern which ones are telling the truth.
Help them to take the time to rest.
Help them to overcome the temptation to throw in the towel.
And somehow let them know that you are only a prayer away.

INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS
The following bills were introduced and read by title:
SB 634, An act authorizing the Kansas water office to obtain loans under certain
prescribed conditions; relating to the pooled money investment board, by Committee on
Ways and Means.
SB 635, An act concerning municipal accounting; amending K.S.A. 12-896, 19-508a, 19-
3622, 75-1119, 75-1120, 75-1120a, 75-1122, 79-2925, 79-2927, 79-2929, 79-2929a, 79-2930,
79-2960 and 79-5111 and K.S.A. 1999 Supp. 12-1927, 71-211, 75-2556 and 79-2005 and
repealing the existing sections; also repealing K.S.A. 75-1121, 75-1123, 75-1124, 75-3736,
79-2808, 79-2917 and 79-2926, by Committee on Ways and Means.

MESSAGE FROM THE HOUSE
Announcing, the House accedes to the request of the Senate for a conference on SB 316
and has appointed Representatives Allen, Mason and E. Peterson as conferees on the part
of the House.
REPORTS OF STANDING COMMITTEES
Committee on Assessment and Taxation recommends SB 560 be passed.
Also, SCR 1629 be adopted.
Committee on Elections and Local Government recommends SB 478 be amended
on page 1, in line 18, by striking all after the comma; by striking all in line 19; in line 20,
by striking all before ``except''; in line 35, by striking all after the comma; by striking all in
lines 36 and 37; in line 38, by striking all before ``without'';
On page 2, in line 34, by striking ``and''; by striking all in lines 35 and 36; in line 37, by
striking all before the last comma; and the bill be passed as amended.
Committee on Financial Institutions and Insurance recommends SB 443 be
amended on page 1, in line 25, after the stricken material, by inserting: ``Any company
organized pursuant to this section which states its liabilities for losses and loss adjustment
expenses on a present value basis on the effective date of this act shall be allowed a
reasonable period of time to discontinue such practice in accordance with a plan approved
by the commissioner.''; and the bill be passed as amended.
Also, SB 445 be amended on page 2, in line 3, by striking ``, either'';
On page 8, in line 27, by striking ``The lender shall deliver to the consumer''; in line 29,
before ``a'' by inserting ``Before making a loan subject to this section, a lender shall obtain
the appraised value of the real estate to be encumbered. The appraisal evidencing the
appraised value shall be retained by the lender and preserved in accordance with the
recordkeeping requirements set forth in K.S.A. 16a-2-304, and amendments thereto.
(3) If, based upon the appraisal, the loan to value ratio of the loan exceeds 100%, then
the lender shall deliver to the consumer:
(a) A free copy of the appraisal; and

the bill be passed as amended.
Also, SB 498 be amended on page 1, in line 34, by striking all after the period; in line
35, by striking all before ``special'' and inserting ``Such'';

COMMITTEE OF THE WHOLE
On motion of Senator Emert, the Senate resolved itself into Committee of the Whole for
consideration of bills on the calendar under the heading of General Orders with Senator
Feleciano in the chair.
On motion of Senator Feleciano the following report was adopted:
Recommended that SB 408, 426, 458, 487, 526 be passed.
Also, SB 116, 411, 455, 472 be amended by adoption of the committee amendments,
and the bills be passed as amended.
SCR 1632 be amended by adoption of the committee amendments, and the concurrent
resolution be adopted as amended.
SB 471 be amended by motion of Senator Pugh on page 3, in line 1, by striking
``incarcerated'' and inserting ``imprisoned'';
On page 4, in line 18, by striking ``incarcerated'' and inserting ``imprisoned'' and the bill
be passed as amended.
SB 433 be amended by adoption of the committee amendments, be further amended by
motion of Senator Vratil as amended by Senate Committee, on page 3, in line 19, by striking
all after ``filed''; in line 20, by striking ``completed''.
Senator Brownlee amended the bill on page 1 line 16 by striking ``except as authorized
in provision (2), a'' and by inserting ``A'' and on line 17 by striking ``five'' and inserting ``ten''.
SB 433 be passed over and retain a place on the calendar.
SB 425, 430 be passed over and retain a place on the calendar.
