State and Local Assistance

Program Overview

You might be asking yourself, "What do I need to submit to KDEM for the State and Local Assistance (SLA) Program?" First let me explain what SLA is. SLA Program is offered to give "assistance to counties in developing disaster and assistance plans, programs, capabilities, and organizations. The purpose of the program is to ensure that a comprehensive emergency management system exists for disasters or emergencies resulting form natural disasters, accidental, or man-caused events.

Counties are encouraged to participate in the SLA program. By becoming a SLA county it will increase the county's level of awareness and preparedness. The program reimburses up to 50% of the administrative cost for the programs.

The SLA Program Administrator audits counties expenditures, this helps base disbursement of the funds. To determine the amount of the SLA award for each county, the award is based on population growth or decline, which is calculated by per capita. The population data that is used is from the Kansas Division of the Budget.

Applying for SLA Funds

Submit the following forms and/or information:

  1. Cooperative Agreement Program Submission, which states that your county is applying for participation in the SLA Program for Federal Fiscal year that we are currently working in. The agreement is mailed out in June of each year and is due back into KEM by August 31, each year. When the person that has the authority to sign grants signs the agreement they are entering that the county will comply with Kansas Administrative Regulation 56-2, and meet the objectives that are outlined in detail on the KEM 100 report. Along with the Cooperative Agreement the county will need to submit the KEM Form 16, the Yearly Application, which the coordinator list staff that will be reimbursed from the SLA grant on this form, and an estimate of salary.
  2. Performance Report 100, either mid-year which is from the months Oct 1st- March 31st, due into KEM April 15th, end of year which is from the months April 1st- September 30th, due into KEM October 15th. The performance report is used as a tool to communicate between KEM and local Emergency Management agencies. The performance report will be used to review the effectiveness of local emergency management. If the objectives are not met, then a deduction is subtracted from the SLA award amount to that county. Remember when completing the KEM Performance 100 Report to mark on the front of the report mid- year, or end of year. You will also need to submit with the Performance Report the KEM Form 15 Salary Expenses, which the coordinator will list the staff that was listed on the KEM form 16 their salary, and benefits.
  3. Once the reports are into the SLA Administrator an audit will be performed on the Performance report, Exercise report, and Training requirements, and Planning requirements. Once the objectives are approved than a check will be sent.
    Make sure all reports have been turned into KEM to the appropriate section before the dead line of October 15th of each year.
