Q. How do I know if our county qualifies to become a SLA county?
A. The objectives that have to be met which out outlined in the KEM 100 Performance Report. You have to have a coordinator that works at least 20 hours a week.
Q. What forms do I need to submit?
A. Cooperative Agreement Program, Performance Report, KEM 15, 16.
Q. Does the county have to file both mid and end of year reports?
A. No you do not. If your county would like to receive one check at the end of the year, you will receive the reimbursement in December when the grant is closed out. If you would like to receive your reimbursement twice a year you will have a check in May and December.
Q. Why does it take so long to receive our reimbursement checks?
A. There are 59 counties that participate in the SLA program and each has to submit the appropriate paper work, and each report has to be reviewed by 6 Subject Matter Experts (SME's).
Q. What is an SME?
A. These are team leads that are experts in Radiological Monitoring, Hazard Assessment, Exercises, Continuing Education, and Mitigation.

Q. If my county has a deduction from the reimbursement we are to receive from SLA, and we think we have completed the objective, what do we need to do?
A. Submit supporting documentation to KEM for review and if the supporting documentation is accepted, your county will be given credit and a check for the deducted amount will be sent to you.
Q. What is the time frame for having supporting documentation into KEM?
A. As soon as possible. KEM will need all documentation by the 20th of December, which gives the fiscal unit time to process the checks. December 30th is too late.

Q. If I receive SLA, HMEP, and EMPG Haz -Mat funds, do I have to report these sources to the State auditor?
A. No you do not, however when the county auditor performs his/her audit and the state auditor is to perform an audit you might be requested to show a break down of expenditures. Examples if your county was awarded a grant for training, software, plan enhancement… then you will need to be able to supply proof of this to the auditor. SLA is a different fund from the other two.
Q. What is the type of training that qualifies to full-fill the SLA funds requirements?
A. Some courses might include damage assessment, Haz-Mat, continuing education courses. Please call the training office for more information on training (785) 1430.
Q. How do we know who needs the training?
A. Anyone that is involved in emergencies or disasters, which includes people outside of the coordinator and emergency management positions, (teachers, public, utility company's, shelters…)
Q. If my county receives SLA monies and we perform a drill or an exercise, do I have to have a Haz-Mat component?

Q. Is SLA a binding contract?
A. No it is not, if the coordinator does not submit the Cooperative Agreement this indicates that you no longer would like to participate in the SLA program.
Q. How does the state determine how much SLA reimbursement funds the counties will receive? A. The award is determined by the population growth or decline and that number is calculated with the per capita.
Q. How much reporting has to be done for the money?
A. As always there is paper work to be done, the KEM Performance Report 100, KEM 15, & 16, the Corporative Agreement and exercise report completed.
Q. Where do I get the forms for the reports?
A. You can call the section that you're needing information from and request them. Also some forms are or will be on-line.
Q. How do I know I have the most current forms?
A. Most forms have a revision date on them.
Q. Why do I have to keep sending in the same information repeatedly?
A. True it is the same information but for different time frames, and without sending in documentation we (KEM) have nothing on file if we were to be audited.
Q. My commissioners are not interested in SLA, but I think we should apply. Is there someone at KEM that would come and talk to my commissioners?

Q. If my county is not a SLA county do I have to do anything?
A. If your county is not a SLA county you do not have to submit anything for SLA. There are still requirements that have to be met, such as your county still needs to have a plan, 24-hour contact,….
Q. What are SLA funds intended for?
A. To ensure Emergency Management systems exists for disasters or emergencies. State and Local Assistance (SLA) program is created by setting aside a target amount of $700,000.00 of Emergency Management Preparedness Grant (EMPG) funds to be sub granted to counties.
Q. Can I purchase equipment with SLA money, or does it have to go to the county for salaries? A. The SLA reimbursement may be used for any purpose in the county.
Q. If there are excess funds at the end of the fiscal year, does KEM distribute the excess funds to SLA counties?
A. Yes if additions funds are available.
Q. How does KEM decide which county receives the supplemental funds?
A. We use the same per capitia basis as the initial allocation.
Q. What are the advantages, other than the dollars for being SLA funded?
A. It will increase your knowledge of awareness and preparedness.
