Who We Are
The Kansas Real Estate Appraisal Board regulates real estate appraiser's licenses, provides access to appraisers' education resources and informs appraisers of industry news.
Board Members
The board consists of seven members appointed by the governor. At least one member of the board shall represent the general public, at least two shall represent financial institutions and at least three shall be real estate appraisers. Upon expiration of the terms of the first members appointed to the board and thereafter: (1) No real estate appraiser members of the board shall be eligible to serve unless such member is a state certified or licensed appraiser; and (2) at least one appraiser member shall be a certified general real property appraiser. Any member representing the general public shall not be affiliated with any financial institution or in the practice of real estate appraising.
Stephen R. Hughes, Overland Park, Appraiser Member
Mr. Hughes has been appraising real estate in the Midwest since 1984. Prior to starting Hughes & Company, Inc., he worked for Kevin K. Nunnink & Associates in Kansas City. He currently specializes in the valuation of golf courses and residential communities and has experience in real estate development. He earned his MAI appraisal designation in 1986 and has been a member of the Society of Golf Appraisers (SGA) since 1993. Mr. Hughes is a certified general appraiser in Kansas and other states and also a Real Estate Broker in Kansas. Prior to becoming an appraiser, he worked in oil & gas land management in California and Louisiana and banking in Kansas City, Kansas. Education accomplishments include an MBA degree from The University of Kansas. He is on the Board of Directors of National Bank of Kansas City. He resides in Overland Park with his wife, Maryann, and their four children. Mr. Hughes' term will expire on June 30, 2014.
Robin Taggart Hannigan, Topeka - Appraiser Member
Ms. Hannigan has been active in the appraisal field since 1980, working in mass appraisal, cadastral mapping for reappraisal, and as an independent fee appraiser. She is a certified general appraiser and has the SRA designation from the Appraisal Institute. Ms. Hannigan graduated from Kansas State in 1980. She works with Taggart and Associates in Topeka, where her father (Bob Taggart) and husband (Bob Hannigan) are also appraisers. Clients include lenders, attorneys, realtors, relocation companies, utility companies, the U.S. Government, local and state governments, and individuals. Ms. Hannigan is authorized by HUD to do FHA appraisals and is admitted as an expert witness in the court system. She has served on the Board of Directors for the Appraisal Institute Greater Kansas Chapter, Topeka Area Association of Realtors, and Kaw Valley Girl Scout council. She volunteers with Topeka Public Schools and has two daughters. Ms. Hannigan's term will expire on June 30, 2014.
Kenton G. Ladenburger, Pratt - Bank/Financial Member
Mr. Ladenburger joined The Peoples Bank in 2002 as Vice President. He has been active in lending throughout his 30-year banking career. Mr. Ladenburger has aBS in Ag-Business from Ft. Hays State University and is a graduate of the Colorado School of Banking. He has been active in the community and currently serves on the Pratt School Board. Mr. Ladenburger and his wife, Diane, have lived in Pratt for the past 20 years, where they have raised 3 daughters. Mr. Ladenburger's term will expire on June 30, 2013.
Robert S. Maxwell, Topeka - Bank/Financial Member
Mr. Maxwell joined Kaw Valley Bank in 1979 and is the Executive Vice President and Trust Officer. He earned his Juris Doctorate from Washburn University School of Law in 1978 and his Masters of Law (Taxation) from the University of Miami School of Law in 1979. Mr. Maxwell is also the president of Merrill Mortgage Company, Inc. (2003) and Kaw Valley Home Loans, Inc. (2004). He is a member of the American, Kansas and Topeka Bar Associations, a past-president of the Downtown Kiwanis Club of Topeka, a past-director of the Topeka Kappa Sigma Alumni Association, director of the Beta Tau Educational Foundation, a past-president of Sheltered Living, Inc. and is a trustee of the Jayhawk Area Council, Boy Scouts of America. Mr. Maxwell and his wife, Jan, make their home in Topeka. Mr. Maxwell's term will expire on June 30, 2013.
Kris Munsch, Hays - Public Member
Mr. Munsch is a native of western Kansas and is proud to call Hays his home. Kris is an entrepreneur at heart, starting 11 businesses from the ground up. Retail, restaurant, construction, inspection services...he loves challenge. Kris's only son Blake was tragically killed in December of 2005, which left him questioning his future. Following a lifelong dream, Kris became a high school woods teacher in Bonner Springs, KS. The students led him down a path to write the book The Birdhouse Project, a project now used internationally as a tool of self-discovery. Kris is living in Hays, keynoting nationally, working on his second book, Crossing the Thresshold, inspecting homes and doing what he loves most...teaching at Ft. Hays State University in the field of construction management. Go Tigers!
Scott B. Poor, Wichita - Public Member
Mr. Poor is a Wichita-based attorney, consulting planner, and public affairs advisor. He works in the areas of agribusiness, renewable energy, and rural development. Mr. Poor has an undergraduate degree from Southern Methodist University (1993), a graduate degree in rural planning from Kansas State University (1997) and a law degree from the University of Tulsa College of Law (1999). He formerly worked as Corporate Counsel for Green Plains Renewable Energy. From 2000 to 2003, Mr. Poor served as an assistant Attorney General for the State of Kansas. He is a former chairman of the American Bar Association's young government lawyers committee (2001-2003). Mr. Poor served on the Topeka Planning Commission, Landmarks Commission, and Board of Zoning Appeals (2001-2005). He is a Class VII graduate of the Kansas Agriculture and Rural Leaders program. Mr. Poor's term will expire on June 30, 2013
Catherine L. Wilson, Manhattan - Appraiser Member
Ms. Wilson came to Ulysses, Kansas in the mid 70's with her husband and 2 children. She started selling and appraising real estate in the southwest part of the state. Ms. Wilson was the first woman president of the Southwest Board of Realtors; she was also the Zone VIII Vice-President. She and her family moved to Hays, Kansas in the mid 80's where she sold and appraised real estate. Her husband's job brought the family to Manhattan. Ms. Wilson passed the Certified General exam and opened the Wilson Company in the early 90's. Her husband joined the company in 2000. The Wilson Company appraises for VA, FHA, Conventional and RHS loans, as well as commercial loans. They serve a variety of clients. She and her family love Manhattan and are proud to be Kansans. Ms. Wilson's term will expire on June 30, 2013.
