Who We Are

The Kansas Real Estate Appraisal Board regulates real estate appraiser's licenses, provides access to appraisers' education resources and informs appraisers of industry news.

Board Members

The board consists of seven members appointed by the governor. At least one member of the board shall represent the general public, at least two shall represent financial institutions and at least three shall be real estate appraisers. Upon expiration of the terms of the first members appointed to the board and thereafter: (1) No real estate appraiser members of the board shall be eligible to serve unless such member is a state certified or licensed appraiser; and (2) at least one appraiser member shall be a certified general real property appraiser. Any member representing the general public shall not be affiliated with any financial institution or in the practice of real estate appraising.

Philip Bowman, Wichita - Public Member

Mr. Bowman is a lawyer, practicing in Wichita with the firm of Adams & Jones. His principal area of practice is Real Estate Law. He holds degrees from the University of Kansas in Business Administration (1958) and Law (1961). Mr. Bowman is a member of the Wichita Bar Association (President 85-86) and Kansas Bar Association. He was a member of the Kansas Supreme Court Nominating Commission (76-86) and the Kansas Continuing Legal Education Commission (96-02). He is also a member of the American College of Real Estate Lawyers and the American College of Mortgage Attorneys (past president). Mr. Bowman's term will expire on June 30, 2010.

Bruce A. Fitzsimons, Overland Park - Appraiser Member

Mr. Fitzsimons has been employed with First National Bank of Olathe since 1990. He is Chief Appraiser and Vice President of Credit Administration, Mortgage and Consumer Lending. He is a certified residential appraiser with 14 years of appraisal experience and over 30 years of experience in banking/financial services. He is a current board member and past president of KC Data Service, current affiliate and former board member of the Kansas City Chapter of the Appraisal Institute, and member of the Kansas City Mortgage Bankers Association. He is a graduate of Leadership Olathe, attended American River College in Sacramento, CA and graduated from the America Institute of Banking. He lives in Overland Park with his wife, Ronda, and son. Mr. Fitzsimons' term will expire on June 30, 2011.

Douglas L. Haverkamp, Manhattan - Appraiser Member

Mr. Haverkamp has 18 years of banking related experience and now serves as a Vice-President and Relationship Manager for Commerce Bank, N.A., responsible for new commercial business development, credit quality and serves as their market specialist for government programs, agricultural banking and appraisals. He has worked at the county, district and state level within Farm Service Agency with experience in agricultural, residential and commercial lending. Mr. Haverkamp was issued his certified general appraiser license in Kansas in March, 2004. He is a native of Seneca and received a BS from KSU in agricultural economics. Mr. Haverkamp and his wife, Laura live in Manhattan with their three sons. Mr. Haverkamp's term will expire on June 30, 2011.

Tim Keller, Lawrence - Appraiser Member

Mr. Keller is president of Keller & Associates, Inc. in Lawrence. Mr. Keller is a Certified General appraiser and past president of the Kansas City Chapter of the Appraisal Institute. He has a BS in Business from Fort Hays State University and an MBA from the University of Notre Dame. Mr. Keller has passed the Certified Public Accounting Examination. He has been appraising real property for 15 years. Mr. Keller's term will expire on June 30, 2010.

Gregg L. Lesh, Wichita - Bank/Financial Member

Mr. Lesh has been employed with INTRUST Bank as a Vice President Community Bank manager for Haysville and Valley Center for the last 10 years. He began his banking career over 25 years ago. Mr. Lesh attend Pratt Community College and Washburn University. He and his wife Jean have lived in Wichita for the last 17 years and have two children attending college. Mr. Lesh's term will expire on June 30, 2010.

Robert S. Maxwell, Bank/Financial Member 

Mr. Maxwell joined Kaw Valley Bank in 1979 and is the Executive Vice President and Trust Officer. He earned his Juris Doctorate from Washburn University School of Law in 1978 and his Masters of Law (Taxation) from the University of Miami School of Law in 1979. Mr. Maxwell is also the president of Merrill Mortgage Company, Inc. (2003) and Kaw Valley Home Loans, Inc. (2004). He is a member of the American, Kansas and Topeka Bar Associations, a past-president of the Downtown Kiwanis Club of Topeka, a past-director of the Topeka Kappa Sigma Alumni Association, director of the Beta Tau Educational Foundation, a past-president of Sheltered Living, Inc. and is a trustee of the Jayhawk Area Council, Boy Scouts of America. Mr. Maxwell and his wife, Jan, make their home in Topeka. Mr. Maxwell's term will expire on June 30, 2010.

Michael McKenna, Jennings - Appraiser Member

Mr. McKenna is a native of Northwest Kansas and, together with his wife Joan, operate McKenna Appraisal Services, Inc. Their appraisal practice is a full service appraisal business, specializing in the appraisal of irrigation and cattle operations in western Kansas, eastern Colorado and southwest Nebraska, in addition to residential, commercial, agricultural and mineral royalty appraisals. Mr. McKenna is a Certified General Appraiser in Kansas, Colorado and Nebraska, with a Bachelor's degree in Business Administration from Ft. Hays State University. Professional memberships include the Accredited Rural Appraiser (ARA) with the American Society of Farm Mangers and Rural Appraisers and the IFAA-Agricultural designation with the National Association of Independent Fee Appraisers. Mr. McKenna's term will expire on June 30, 2011.
