Who We Are

The Kansas Real Estate Appraisal Board regulates real estate appraiser's licenses, provides access to appraisers' education resources and informs appraisers of industry news.

Board Members

The board consists of seven members appointed by the governor. At least one member of the board shall represent the general public, at least two shall represent financial institutions and at least three shall be real estate appraisers. Upon expiration of the terms of the first members appointed to the board and thereafter: (1) No real estate appraiser members of the board shall be eligible to serve unless such member is a state certified or licensed appraiser; and (2) at least one appraiser member shall be a certified general real property appraiser. Any member representing the general public shall not be affiliated with any financial institution or in the practice of real estate appraising.

Scott A. Brown, Gem - Appraiser Member

Mr. Brown graduated from Oklahoma Panhandle State University with a B.S. in Agri-Business in 1995. His appraisal career began in July 2002 as an appraiser trainee with Farm Credit of Western Kansas, ACA in Colby. Mr. Brown obtained his certified general appraiser certification in July 2005. In July 2008, he obtained the Accredited Rural Appraiser designation from ASFMRA. He currently holds licenses in Kansas, Nebraska, and Colorado. Mr. Brown has been married to his wife, Shanda, since 1996 and has 3 children. They live in Thomas County and continue to maintain a small cow-calf operation as well as other livestock. Mr. Brown's term will expire on June 30, 2020.

Michelle Fales, Lawrence - Bank/Financial Member

Ms. Fales has been an employee of Silver Lake Bank since 2012, currently as Vice-President/Business Development Officer. Previous to that she was Vice President/Business Relationship Officer for Peoples Bank from 2000 to 2012. Ms. Fales currently serves as a member of USD 497 Finance Advisory Council; City of Lawrence Sister City Advisory Board (currently serving as Treasurer); Cottonwood, Inc. Foundation; and Peaslee Technical Center (Finance Committee). She is a 2007 graduate of Leadership Lawrence, serving on the Advisory Board from 2007 to 2015, and a 2016 graduate of Leadership Kansas, serving as Class Representative and Co-Chair of 2017 Class Orientation. Ms. Fales was awarded the Wallace Galluzzi LFSHS Booster Club Volunteer, United Way, in 2015; Wallace Galluzzi Chamber Volunteer of the Year and Peoples Bank Commercial Lender of the Year, 2010; and Peoples Bank Consumer Leader of the Year, 2006. Ms. Fales and her husband of 31 years, Leon, live in Lawrence. Their son, Adam, is currently a student at Fordham University, NYC. Ms. Fales term will expire on June 30, 2019.

Bill Lansdowne, Manhattan - Appraiser Member

Mr. Lansdowne is currently President and Managing Partner of The Simmons Company, a commercial real estate appraisal and consulting company founded in Manhattan in 1988. He has a Certified General appraisal license from the State of Kansas and is an MAI designated member of the Appraisal Institute. He has considerable experience performing commercial real estate appraisals and consulting for clients including financial institutions, attorneys, accountants, corporations, and private individuals, along with significant experience completing appraisals and appraisal reviews for various Federal, State, and local government agencies. Mr. Lansdowne is passionate about improving his community and his state and volunteers on numerous boards, often serving in a leadership role. He and his wife have two children. Mr. Lansdowne's term will expire on June 30, 2019.

Richard E. Livingston, Edgerton - Appraiser Member

Mr. Livingston is a certified residential appraiser in the State of Kansas. Rick is a co-owner of Livingston Appraisals with his sister, Connie Peterson, in the NE Kansas area, a company which was founded by his father, Richard L. Livingston, in 1983 and continues to operate as a family business. Rick is a member of the NAIFA and is a past director of the organization. He has worked on various legislative committees that pertain to appraisal regulations in the State of Kansas. Rick resides with his wife of 34 years, Georgia, near Edgerton, Kansas. Rick and Georgia are proud parents of four children and six grandchildren. Mr. Livingston's term will expire on June 30, 2020.

Fred L. Samuelson, Wichita - Appraiser Member

Mr. Samuelson is the owner of The Appraisal Company in Wichita. He graduated from the University of Kansas and served an active duty tour with the Kansas Air National Guard prior to becoming a residential appraiser in 1974. He is a certified residential appraiser with an SRA designation from the American Institute of Real Estate Appraisers. Mr. Samuelson has served as president of the Appraisal Institute Greater Kansas Chapter; president of the Wichita Area Assoc. of Realtors; president of the South Central Kansas Multi List System; and a Kansas Assoc. of Realtors board member. He is a member of the National Assoc. of Realtors and the National Assoc. of Home Builders, and has been an expert witness in Kansas and Arkansas courts. He was given the Walter Morris Realtors of the Year award in 2005. Mr. Samuelson and his wife, Barbara, have two children and four grandchildren. His term will expire on June 30, 2019.

James Stallbaumer, Rossville - Bank/Financial Member

Mr. Stallbaumer is Senior Vice President of Guaranty State Bank and Trust Co. in Rossville. He has been active in community banking in many Kansas communities during his 36-year banking career. Mr. Stallbaumer received his B.S. in Ag. Economics from Kansas State University and is a graduate of Colorado School of Banking. He has been active in his community and is a member of several banking organizations. He and his wife, Sally, have two sons. Mr. Stallbaumer's term will expire on June 30, 2019.
