Vincent was appointed to the Board in June of 2006. He is an Architect with Gibson, Mancini, Carmichael, and Nelson, P.A., Garden City, KS. He is licensed to practice Architecture in Kansas, California, Colorado and Oklahoma. Vince has served on the AIA Kansas Board of Directors, including a term as President in 1997. He is also a recipient of the AIA Kansas Henry W. Schirmer Distinguished Service Award.

Tom Mulinazzi was appointed to the Board in July of 2000.  He is a professor of Civil Engineering and an Associate Dean of Engineering at the University of Kansas.  He is a member of NSPE, ASCE, ASEE and KSPE, who honor him as Engineer of the Year of June 2000.   He has been a Professor of Civil Engineering for 26 years, has proctored the FE exam at KU for the past 13 years and is on the Examination Policies and Procedures Committee of NCEES. He is the professional engineer/land surveying member on the Board.

Joe Johnson, a licensed architect from Wichita, KS,  was appointed to the Board in September 1996.  He is a Senior Vice President of Schaefer Johnson Cox Frey & Associates, specializing in architecture, engineering, planning and interior design.  He is active in numerous civic organizations in the Wichita area and is a member of the National, State and Local Chapters of the American Institute of Architects.

David L. Hoffman was appointed to the board effective August 3, 2005. Mr. Hoffman is Senior Vice President of Law Kingdon, Inc., a 75 person firm with offices in Wichita and Dallas and is registered in 26 states.  He has served as President of AIAKansas and AIA Regional Director representing Kansas, Iowa, Nebraska, Missouri and Oklahoma on the American Institute of Architect's Board of Directors.  Dave is serving on the KU School of Architecture and Urban Design Advisory Board and has served on the KSU and ISU Departments of Architecture Advisory Boards.

Kenneth Vaughn has a BS and MS from the University of Kansas in civil engineering, structural specialty. Forty years in private practice.  Partner and principal with the firm of Larkin Associates Consulting Engineers retiring in 1994. Member NSPE, ASCE & APWA. Past president Kansas City Section ASCE. Member Civil Engineering Advisory Board at the University of Kansas.

Cecil Kingsley was appointed to the board in October 1999. He is a Partner in the Manhattan based engineering, architectural and land surveying firm of BG Consultants, Inc. and manager of  the firm's Lawrence office.  Member of the National Society of Professional Engineers, American Public Works Association,  Kansas Consulting Engineers and the American Society of Civil Engineers.  His civil engineering career spans over 34 years, with his personal expertise centering on municipal and civil projects.

Donald Rathbone was appointed to the Board in September 1996. He is a Professor and Dean Emeritus of Engineering at KSU, and is presently, Director, National Institute of Land Management and Training. He is a member of the Legislative & Government Affairs Committee, Education Council, and serves as Chairman of the National Task Force (NSPE, ABET, ASEE, NCEES, Engineering Dean's Council) on Engineering Licensure. He also has a PhD from the University of Pittsburg and is a member of KSPE (past legislative chairman and chapter president) and was honored as Engineer of the Year. Mr. Rathbone was elected 2006-2007 Vice President of the Central Zone NCEES.

Murray L. Rhodes was appointed to the Board in November 1991. He was president of his own company, Rhodes Surveyors, P.A. for 38 years. Rhodes Surveyors merged with Brungardt Honomichl & Company, P.A. in October 2005, and Mr. Rhodes is the Vice-President of Surveying for that company. He specializes in cadastral surveys, geodetic positioning, mapping, accident reconstruction, technical measurements, land record/land information research and reports.  He was elected as Wyandotte County Surveyor for 30 years, and served as the Director of Planning for 20 years. Mr. Rhodes is past president of the Kansas Society of Land Surveyors and past area director of the American Congress on Surveying and Mapping over a ten state region.  He is a Fellow member of ACSM, the Canadian Institute of Surveyors. In 2006, Mr. Rhodes was reappointed as a member of the EPS (Examinations for Professional Surveyors) committee, having served eleven previous years and serves as Chairman of the nominating committee for the Central Zone of NCEES.

Richard Moberly is a licensed geologist from Desoto, Kansas, and was appointed to the Board in June, 2000.  He is a Senior Consulting Geologist and Vice President of URS Corporation in Overland Park, Kansas.  URS specializes in Geology, Geotechnical Engineering and the Environmental Sciences.  He is a member of many local, state and national professional organizations, including ASTM (National Vice-Chairman of D-18-21 Groundwater), SW Johnson County Economic Development Corporation (Board of Directors), Association of Engineering Geologist (various offices), Kansas Geological Society and the Kansas Ground Water Association. ASBOG Subject Matter Expert (SME) on the Council of Examiners (COE).

George Barbee was appointed to the Board as a public member July 1, 2004. He retired on May 30, 2003, having served 31 years as the Executive Director of the American Council of Engineering Companies of Kansas. Barbee has held officer positions of numerous civic and engineering organizations at national and state levels.

George Dean was appointed to the Board July 1, 2004. He retired from Beech Aircraft, Missile System Division where he was project engineer on guidance and controls. He has a BS in EE from University of Kansas and a MS in EE from Wichita State University. Dean served 20 years in the Kansas House of Representatives and as a Board member of Kansas Technology Enterprise Corporation. He has been International Treasure, Midwest Regional Director, and Chairman of the Wichita Section of the Institute of Electrical and Electronics Engineers (IEEE). He was co-founder for the Wichita Council of Engineering Societies.

Philip J. Meyer was appointed to the board in September 2003. Mr. Meyer is responsible for managing the landscape architecture and planning department for Baughman Company, P.A., a multi-disciplinary firm in Wichita specializing in engineering, surveying, landscape architecture and planning.  He is certified by CLARB and a member of the American Society of Landscape Architects. He is licensed to practice landscape architecture in both Kansas and Missouri.

Tim Sloan was appointed to the Board in September 2004. He is Vice President of Sloan & Meier Surveyors P.A., Inc. in Manhattan, Kansas. His firm offers services in the following areas of surveying: cadastral surveys, construction staking, mine surveys, subdivision design and layout, topographic surveys, easements, right-of-way surveys and engineer design surveys.

 

Mr. Sloan has served as past Vice President, Board Director, and NSPS Governor of the Kansas Society of Land Surveyors. His professional memberships include: A.C.S.M., N.S.P.S., K.S.L.S. and O.S.L.S. He is licensed to practice land surveying in Kansas and Oklahoma.
