Meet the Board members
James (Jay) Cooper
James (Jay) Cooper, CPA is from Wichita, Kansas. He received his Bachelor of Business Administration degree from Wichita State University in 1970 and became a Certified Public Accountant in 1971. He is a former partner of Kirkpatrick, Sprecker & Company, LLP, where he practiced for over forty years. He is a member of the American Institute of Certified Public Accountants and the Kansas Society of Certified Public Accountants. On behalf of the Kansas Board of Accountancy, he provided oversight of the Kansas Society of Certified Public Accountant’s administration of the state’s CPA Peer Review Program from 2007 to 2011. He was selected to the Wichita Metro Chamber of Commerce Leadership Wichita Class of 1996. Other community involvement included service as President of the Board of Trustees of the Wichita Children’s Home. Member Cooper was appointed to the Kansas Board of Tax Appeals in 2012.
Ronald C. Mason
Ron Mason, was born and raised in Kingman, Kansas and resides in Hutchinson, Kansas. He attended Kansas State University earning a bachelor's degree in finance in 1977. He received a M.B.A. and his law degree from the University of Kansas in 1981. After law school, member Mason worked 2 years for CPA firms in the area of taxation. He then practiced law as a partner with firms in Dodge City, Kansas and Hutchinson for 28 years with an emphasis on estate planning, business planning, land transactions and taxation. Immediately prior to his appointment to the board, he worked for a bank in Hutchinson as a V.P. and trust officer. He has served as President of the Kingman Chamber of Commerce, President of the Kingman Bar Association, and President of the Kingman and Dodge City Rotary clubs. Member Mason was appointed to the Kansas Board of Tax Appeals in 2013.
Devin D. Sprecker
Devin Sprecker, Certified General Real Property Appraiser, is a lifelong Kansan and since 1984 has resided in the Lyndon, Kansas area. He received his Bachelor of Science in Business degree from Emporia State University in 1984 and became a Certified General Real Property Appraiser (Certificate No G-933) in 1993. He has over 25 years' experience in conducting various types of appraisals. Formerly he engaged in appraisals for right-of-way and temporary easements for both the Kansas Department of Transportation and the City of Topeka; engaged in the appraisal of real estate for taxation in Kansas and Nebraska while with the Midwest Appraisal Company; and previously conducted and prepared numerous appraisal reports on various types of commercial, industrial, and agricultural properties with Sprecker Appraisal. Presently in his community he is on the Board of Directors with Lyndon State Bank and owns and operates a cattle and row crop enterprise. Member Sprecker was appointed to the Kansas Board of Tax Appeals in 2015.
