Legislation: The Kansas Taxpayer Transparency Act

The Kansas Legislative House Committee on Government Efficiency and Technology sought to improve efficiency and increase accountability by making state government financial data and information more accessible to Kansas citizens. The Committee supported and introduced the Kansas Taxpayer Transparency Program which was passed by the 2007 Legislature as a temporary measure and became effective when approved by the Governor of Kansas. Subsequently, the 2008 Legislature passed and the governor signed the Kansas Taxpayer Transparency Act codifying the legislation as permanent law.

KanView: The Solution for the Legislation

The Kansas Taxpayer Transparency Act authorizes the Secretary of Administration to develop a single searchable Web site accessible to the public at no cost. The KanView Web site is the result of this legislation bringing better visibility, openness, and accessibility to state government financial activity for Kansas taxpayers.

Governance Oversight: The Public Finance Transparency Board

The legislation also established the 15 member Public Finance Transparency Board which is comprised of executive branch officials, state legislators, and the general public. The Public Finance Transparency Board advises and consults with the Secretary of Administration on the content, format, and reports to be produced and incorporated into the KanView Web site. Nothing in the Kansas Taxpayer Transparency Act permits or requires the disclosure of information within KanView which is considered confidential by state or federal law.

Financial Activity: What KanView Includes

Generally, financial activity shown on the KanView Web site includes:

  • Annual expenditures, including:
    • Agency disbursements
    • Bond debt payments
    • Salary and wages
    • Contractual services
    • Commodities
    • Capital Outlay
    • Debt service
    • Aid to local units of government
    • Assistance and benefits
    • Capital improvements
  • Annual Revenues representing agency receipts and deposits into funds established within the state treasury, including:
    • Taxes
    • Agency earnings
    • Revenue from the use of money and property
    • Gifts, donations, and federal grants
    • Other revenues
  • Annual bond indebtedness
  • Any other relevant information specified by the Secretary of Administration with consultation and advice from the Public Finance Transparency Board.

KanView Data Updates

The State of Kansas government operates on a fiscal year basis defined as July 1 through June 30.  KanView presents data beginning with FY 2006 and each completed fiscal year thereafter.  Annual revenue and expenditure data is updated no later than August 14 following the close of each successive fiscal year.  Most recent bond indebtedness data is provided when it becomes available normally after the completion of the Kansas Comprehensive Annual Financial Report in December of each year. Fiscal year data is retained on KanView for not less than 10 years and includes the most recent fiscal year data.
